Minimum of victims

From a terrorist attack like that, you would expect they are aiming to do maximum damage - but on contrary, it seems everything was done to minimize the number of victims.
All four flights carried only a fracture of their capacity on passenger (but were not cancelled).
The World Trade Center was hit early in the morning instead of during the day when the number of victims could have been ten to thirty thousand instead of 2800.
American Airlines Flight 77 made great efforts to hit the Pentagon in the wing that was under construction and scarcely staffed. Why would terrorists crash into an empty section of the building when the shorter tour would have let them crash into fully staffed section?

Surely this genius terrorists who managed to capture four planes at almost the same time and not being intercepted are not supposed to have minimized the victims due to bad planning?
